Buried in the Deficit Reduction Act of 2005 is a provision that requires all individuals who apply for Medicaid to prove they are showing citizens by showing passports or birth certificates, and in certain circumstances, a limited number of other documents.  These requirements, which become effective on July 1, 2006, will affect four million residents of New York State.
